Well, theres my team

Gyarados can use 252Atk/252Spe/4Def EV spread...
Having 255 in one stat is useless, since 4EVs give 1 stat... So practically you waste 4+2EVs which you can use to raise another stat by one... The last 2 EVs are completelly useless....
My rating of the team is 6/10

Make the improvements in bold. 4 HP/252 Atk/252 Spe isn't good on taunt, waterfall, DD, Stone edge gyarados. ^ is an offensive spread, and it needs Dragon Dance and three attacking options.

Mixnape hits supereffectively on five out of six. You might want to switch to an offensive gyarados. Dragon Dance, Waterfall, Stone Edge, Bounce so you can take advantage of infernape.

Ummm.....actually the moveset that death gave me made my gyarados a phys.sweeper after oone d-dance

Moves
Well, The average Smogon MixApe rapes Hippowdon with Grass knot, Scizor gets smashed, HP Ice Destroys Latias, Registeel is extremely vulnerable and also is Weavile. Also a 255 EV spread will never work it has to be 252 if your going to make the most out of your EV's. Any set up is stinted as soon as as a taunting lead comes in almost always being faster than Hippowdon. Ice fang might work better than Stone Edge to deal with other ground types or the possible Roserade amongst others but thats only If your adamant on attacking Slack off would probably be better in their instead of stone edge. Taunt Gyarados works great, And the moveset looks good. Instead of thunder-punch, use Iron Head and instead of Ice punch use Curse, Rest might work but with curse he should be okay just with that. Is Weavile the revenge killer? If so i suggest this

Now for Scizor, he is a great pokemon but you already have a physical sweeper, and Im not sure what he is doing except adding to your ice weknesses, so I recommend something that doesn't get hurt by fighting types or fire types, Maybe a MixMence would work, he resists nearly every move your typical Infernape has. If you choose I MixMence I suggest

Lastly I mention Latias who is smashed by ice and If you run my MixMence that is 3 weak to ice and two weak to dragon, needless to worry because Latias doesn't REALLY help your team too much however Magnezone will. It also traps Scizor and Jirachi which really could cause your team trouble. Here it is

The idea is to keep substituting/charge beaming until you get the Salac Berry speed boost and when your special attack is high enough for you and then start sweeping, you can trap steel types and then beat them with your HP fire aswell

I give your move-set a 7/10 but your EV spread about 6/10 it was the right EV spread but not the amount. God luck anyway

Sam, how does scizor add to ice weakness lol xD.And ty for the tips, but doesnt mixmence get owned by ice shard?

Uh, he said ICE weakness.
And latias CAN be destroyed my STAB Ice shard >.>
